What does this pull request do?

• Updates Mapbox Maps Android to v10.19.1, to introduce support for the 16 KB page requirement introduced in v10.19.0.
• Updates Mapbox Maps iOS to v10.19.4
• Migrates from imperative to declarative Gradle plugin syntax (Flutter 3.32+ requires the new plugin syntax)
• Updates Gradle version to 8 for the example app
• Updates minor Android Manifest permissions as necessary
• Updates getDragCameraOptions test to use platform-specific values.

What is the motivation and context behind this change?

Prepare for v0.7.0 release
