simulator-cl needs to be started after the simulator itself is running, so it can't be in the same docker-compose with the dependencies.

The simulator was initially set up to use the same ports as op-rbuilder does in playground mode to receive Engine API calls directly from the sequencer. This sets up an op-node instance to peer with the sequencer and send Engine API calls to simulator so the sequencer can go back to communicating with the builder.
