Description
This PR is for two fixes of d/sSTEVX:

Set IFAIL when N = 1 and WANTZ = .TRUE.
Scale ABSTOL when matrix being scaled to allowable range.

Checklist

The documentation has been updated.
If the PR solves a specific issue, it is set to be closed on merge.


          Fix dstevx.f and sstevx.f: N=1 quick return and scaling of ABSTOL.
