This pull request adds historic aerial imagery for the state of North Rhine Westphalia, Germany from 1970.
The data is available under the compatible Data licence Germany - Zero - Version 2.0 (dl-zero-de/2.0).

The used WMS provides imagery for each year up to 2023 (imagery from 1950 to 1969 is not usable for OHM due to a different license that requires attribution). I will successively create more pull requests to add the imagery for each year.
