Arazzo - Publish Schema Iterations

@frankkilcommins I think Arazzo 1.1 is still work-in-progress. Can we make this a draft PR (or close it) to avoid accidentally publishing the work-in-progress schemas?

It also seems that the Arazzo schema-publish workflow has to be adjusted to put the version into the branch name and the PR title, similar to its OpenAPI twin https://github.com/OAI/OpenAPI-Specification/blob/main/.github/workflows/schema-publish.yaml.

@ralfhandl these are schema changes for v1.0.* from the v1.0-dev branch. We should now be able to move this PR from draft and have these types of changes automatically propagate to the schema registry.

That would have accidentally published the 1.1 schemas, so reviews before publication seem to have their benefit.
