Improve how Spring AMQP's retry can be configured #47264

#47122 was a first pass at adapting to Spring AMQP adopting Framework's new retry support in place of Spring Retry. We should review that first pass, considering things like how a retry policy's includes, excludes or predicate could be configured. The predicate isn't suitable for properties and the includes and excludes aren't great either as they're collections of classes. The new RetryPolicySettings doesn't provide a way to configure them programatically which I think leaves users a little bit stuck and resorting to defining their own RabbitTemplate bean for example.
