Provide a scaffolding for the "copy button" div so extensions can use it #13025

@gadenbuie would like to make use of the code button location for additional buttons in extensions. We don't currently offer that, but could.
The main challenge will be to provide a consistent location that survives DOM changes as our HTML structure inevitably drifts. We'll need to document and add regression tests.
