No GitHub tag or release for 3.4.0

Can you please push the Git tag for 3.4.0 to GitHub, and create a GitHub release with a little changelog info, @sodabrew?

Otherwise, this new version can't be installed via PIE; in addition, having releases on PECL, but not GitHub, always has a "supply chain attack" smell, so it's good optics to have correct Git tags.

P.S. maybe delete the ChangeLog file from the repo root, since that hasn't been updated in six years.
