email_alert_level not respected

I installed ossec-hids 3.8.0 in ubuntu 24.04
In /var/ossec/etc/ossec.conf I have:

 <alerts>
    <log_alert_level>1</log_alert_level>
    <email_alert_level>7</email_alert_level>
  </alerts>

but I receive email from level 2

Hi, solved I added a local rule, as suggested in /var/ossec/rules/local_rules.xml, to exclude the rule id
