Problem con OptiScaler pre12

I'm having a problem with OptiScaler pre12 that I haven't been able to solve yet. When I run "Windows Setup" and select the preferred .dll file, it doesn't give me options for the video card brand or input type. Instead, the message tells me I'm using "Wine," and when I press any key, it closes. My operating system is Windows 24/7.
