Implementation of Oxygen Reaction Mechanism

Great idea. Some things we would need to implement in CRANE to replicate their study:

1. Thermochemistry (i.e. heat capacity, enthalpy) & heat transfer model
2. Multidimensional lookup table or coupling with LoKI-B/BOLSIG+ to account for changing gas temperature on EEDF, swarm parameters, and rate coefficients for given E/N

Could be expanded to include other chemistries or coupled w/ Zapdos to model a 1D or 2D oxygen discharge (GEC reference cell?)
