GIMP-ML not appearing in Layers menu on GIMP 3.0.0-RC1

Describe the bug
After installing GIMP, GIMP3-ML, and updating the plugins folder, GIMP-ML isn't appearing in the Layers menu. Notably, this is using the development version of GIMP 3.0.0. I'm not sure if that's supported yet.

To Reproduce
Steps to reproduce the behavior:

1. Install GIMP 3.0.0-RC1 on Linux via flatpack
2. Clone GIMP-ML, change the branch to GIMP3-ML, run install.bat
3. Add GIMP3-ML folder to Edit -> Preferences -> Folders -> Plugins
4. Restart GIMP
5. No GIMP-ML in the Layers menu

The API changed and you get errors for each tool when the plug-in is loading.
Specifically:
"gimp AttributeError: 'ImageProcedure' object has no attribute 'add_argument_from_property'"
