feature: Add options to configure Netlify plugin when setting up plugin

A Netlify deploy per https://github.com/inngest/netlify-plugin-inngest/tree/master requires use of the https://github.com/inngest/netlify-plugin-inngest/tree/master -- A Netlify build plugin for registering serverless Inngest functions -- too set the host and path on deploys.

Consider adding a --netlify option to the plugin setup that

• sees if a netlify.toml exists
• adds the netlify-plugin-inngest to toml
• defines some hosts and paths that can be edited
