Blazor Hybrid Web template fails to work on WASM with .NET 10 RC1" #31785

I normally use the following template as starting point for Blazor Hybrid and Web apps.
This template runs .net 9 perfectly on WASM, when I create it with .NET 10 RC1 then it no longer works on WASM, maui blazor is fine.
I can't see any obvious issues here, if someone can point me in the right direction it will be appreciated.
