Why do the first 7 segments get replaced with EXT-X-GAP when using LL-HSL?

Question

I was streaming some audio over hsl with low latency mode, and noticed that the first 7 segments cannot be listened to.
I also noticed setting the segment count below 7 causes this message "destroyed: Low-Latency HLS requires at least 7 segments"
is this required by the HLS spec or is there another reason for why this is happening?
