.Net 9 x-86 non debug rendering issues

When building and running a .net 9 WPF application targetting x86 without a debugger attached, charts are not redering correctly

To Reproduce
Steps to reproduce the behavior:

1. Create a .net9 WPF application
2. Create a basic chart (pie chart from example)
3. run application via not attaching to debugger.

Expected behavior
The pie chart should render with tooltips/labels in correct position.
The charts are not rendering as expected.
