Definition of DevRel

This is a discussion complement to #96 to settle on a canonical definition of developer relations for the foundation.

It may be difficult to achieve consensus on any single definition but perhaps we can agree to some guiding principles.

For example, the DevRel Foundation definition today does not list certain tactics that some agree is part of their job, and the definition lists some tactics that some may feel is not part of their job. We'll need to be able to reconcile that ambiguity and variety.

The reason for including this as a Discussion is (1) openness for peer review (2) up voting to support ideas based on merit and (3) replies related to specific elements of a definition.

The original foundation steering committee settled on this definition:

Developer Relations is the practice of building and nurturing relationships with external and internal teams through community engagement, technical support, education, and advocacy to enable the successful adoption of an organization’s developer products and drive business value.

If me and my team do not provide [technical support|education|...], does that mean our role and group are not considered Developer Relations? I suspect this definition may focus too much on specific tactics so it could lead somebody to an incorrect expectation of what is and what is not DevRel.

In particular this is challenging when activities overlap with other roles within an organization.
